In February 2024, Ross Garnaut and Rod Sims took the stage at the National Press Club to propose a new approach to pricing carbon pollution – one grounded in economic efficiency and fairness, designed to make major polluters pay, strengthen the federal budget, and better position Australia for the industries of the future.

Two years on, the need for action has only grown clearer. Rising fiscal and emissions reduction challenges are renewing the case for practical, lasting reform.

Rod Sims is Enterprise Professor at the Melbourne Institute of Applied Economic and Social Research, Faculty of Business and Economics, University of Melbourne, and Chair of The Superpower Institute. He previously chaired the ACCC (2011-2022), served as Deputy Secretary (Economic) in the Department of Prime Minister and Cabinet, and Principal Economic Adviser to PM Bob Hawke (1988-1990).

Ingrid Burfurd

Carbon Pricing and Policy Lead

Dr Ingrid Burfurd is an economist who has worked on public policy in the Victorian public service and academia. Before joining TSI she was a Senior Associate at the Grattan Institute.
